The Impetus

Everywhere we’ve been has led us to where we are.

Chapman Health was not created overnight. It is the culmination of decades of service — in customer care, ministry leadership, insurance, property restoration, and military service.

For over 10 years, Quincy Chapman served as a customer service representative, providing clear answers and creative solutions during challenging situations. As a Development Director for inner-city ministries, he worked directly with youth, families, and seniors — securing resources and building programs that strengthened the community.

As a multi-state licensed Life Insurance agent and nearly 15-year Independent Insurance Adjuster, he helped families navigate some of life’s most uncertain moments with compassion, courtesy, and professionalism.

Each role reinforced one truth:

Service matters.

Chapman Health’s Non-Emergency Medical Transportation service was born from that philosophy — a desire to positively impact lives by providing compassionate, dependable, and affordable transportation to those who need it most.

Booking Policy

Chapman Health provides scheduled non-emergency medical transportation services throughout Jacksonville, FL and surrounding areas within our designated service radius. Rides must be arranged in advance, and while we make every effort to accommodate requested times, availability is not guaranteed until confirmed.

Cancellations or rescheduling requests must be made at least 24 hours prior to the scheduled pickup time. Late cancellations and no-shows may be subject to applicable fees. A no-show is defined as a rider not present at the scheduled pickup location within the allotted wait period. Repeated cancellations or no-shows may affect future booking eligibility.

Drivers allow a brief grace period at pickup. Extended wait time beyond 15 minutes may result in additional charges. Ride estimates are based on the information provided at booking and may be adjusted based on actual mileage, wait time, after-hours service, traffic conditions, or disclosed mobility needs.

Payment is due at the time of service unless prior arrangements have been made. Chapman Health reserves the right to refuse service if conditions are unsafe or if required booking information is incomplete or inaccurate.
